“North Carolina is in clear violation of the National Voter Registration Act (NVRA). The percentage of registered voters in at least 40 counties far exceeds the national and state average. In 9 counties, the number registered is higher than the total number of adult citizens in the county. This is a strong indication that North Carolina has failed to maintain accurate voter registration lists as required by federal law. Bloated, inaccurate voter rolls invite fraud into the election system and damage confidence in election results. North Carolina’s continued inaction in violation of the NVRA must be remedied.”
